Senators Ask Who Interrupted The Satellite, And The Investigation Has Better Uptime Than The Satellite

The connection went dark. The request for an answer arrived in duplicate, acquired a tracking number and has not dropped a packet since.

A satellite signal card with a broken red connection labeled service interrupted beside a full signal stack on an inquiry form labeled inquiry online, over a red banner reading the investigation has better uptime and a gold band reading cause still unassigned.
The service dropped a packet. The inquiry has not dropped one yet.

An interruption of Ukraine's satellite service produced a bipartisan request for a Pentagon inspector general inquiry into whether the Trump administration was responsible. That is the event as far as this desk can take it. The data desk was assigned to measure the interruption and returned with a stable connection between two forms.

The Outage Has A Row

The National Network Continuity Register has a row for interrupted, a row for restored and a row for under review. It does not have a row for a system that is available to some users and not available to others, because the register was written by a committee that believed availability was a property of the system and not of the person asking. The interruption went into the first row. The cause field was left blank. This was the first correct entry in the file and the one the register was least prepared to explain.

"We can record that the service was interrupted. We can record that somebody is asking why. We cannot make the second record answer the first one, because that would be a finding and not a status." A registrar at the National Network Continuity Office, by telephone

Jin-Ah Park entered the event into her Outage Attribution Matrix, which has four possible causes: malfunction, policy, weather and other. The matrix has no category for unknown. Unknown was removed in 2018 after the committee found that it encouraged investigators to stop. The replacement category, other, requires a narrative. The narrative entered for this event reads cause unassigned, which is not a cause and therefore returns the row to the same field that rejected it.

The Request Has A Cleaner Signal

The investigation request is doing better. It arrived in two copies, one for the office that receives questions and one for the office that receives questions about questions. Both copies received tracking numbers. The first was marked received, the second was marked received again after the first number was found in the wrong column, and neither has been marked closed. In the matrix, the request has 100 percent uptime. Every check finds it where the last check left it, which is under review.

"The inquiry has remained continuously available since intake. We have not made the same claim about the service, because the service has not supplied a statement for the record." A senior intake analyst at the Defense Network Continuity Office, in a written response

This is not how the desk expected the infrastructure to behave. A connection should be the stable object and an inquiry should be the temporary one. In the file before the desk, the connection has one interruption and the inquiry has two copies, three routing notes and no lost packets. The more carefully the offices refuse to assign a cause, the more reliable the request becomes as a piece of infrastructure.

The Missing Packet Is The Finding

The data desk ran the matrix three times. The first run asked whether the interruption had a cause. The second asked whether the cause had been assigned. The third asked whether the absence of an assignment was itself an assignment. The answer to the first two was no. The third was returned for being philosophical, which is the closest the system has come to a determination.

That leaves a narrow finding. An interruption was reported. An investigation was requested. The cause remains unassigned. Nothing in the records permits the desk to move those sentences closer together, and the office that maintains the matrix has confirmed that a request for an explanation is not an explanation. This is less conclusion than the desk wanted and more discipline than the premise appeared to have.

The Main Investigation Is Not Yet

Jin-Ah's investigation-2024-pending repository reached commit 848 while the attribution matrix was being checked. The main investigation remains not yet. Marcus Webb reviewed the methodology and found no unsupported inference, which is the kind of result that gives both reporters a reason to schedule lunch and neither a reason to describe it as useful. The data says the data has a blank field. It has said so three times.

The desk set out to identify the responsible party and found a better-connected question. The inquiry has stayed online because it has not been allowed to become an answer. The service has a gap, the record has a blank and the only system in the file with demonstrated continuity is the request to find out why.

Desk note: this story does not assign a cause to the interruption. It records the request for one, the forms that received it and the three checks that failed to turn a blank into a conclusion. The matrix will be rerun when the cause field changes. Until then, the investigation is the most reliable network in the room.
